Kansans with Intellectual & Developmental Disabilities (I/DD) and Physical Disabilities (PD) are forced to wait up to 11 years to access essential, life-sustaining Home and Community Based Services (HCBS) under the Medicaid Waiver program. KCDD is dedicated to changing this.

Community Supports Waiver
The Community Supports Waiver (CSW) is now live in Kansas!
On October 1, 2026, Kansas launched the CSW, creating another pathway to Home and Community-Based Services for Kansans with intellectual and developmental disabilities (IDD).
The CSW is designed for people who need community-based supports but do not need 24-hour paid support. It includes services such as personal care, respite, employment supports, therapy, assistive technology, transportation, caregiver support, and more.
KCDD created a new Community Supports Waiver Fact Sheet to help individuals and families understand what the CSW is, who it serves, what services are available, and how it connects to the comprehensive IDD Waiver.
We’re excited about this new opportunity and believe the CSW can help more Kansans access supports earlier. At the same time, there is work to do to strengthen the waiver and ensure it meets the needs of the people it is designed to serve. KCDD has recommendations for making the CSW stronger, more flexible, and more responsive to changing needs.
We’ll continue advocating for a system where Kansans get the right support at the right time.
